Proper reason:

This DVD contains both the original movie and also a
directors cut version. WILDER released this dvd with both
versions, with a terribly low bitrate, 2412, and that is way
under the minimum allowed, 3000. It is not allowed to go under 3000
if it can be prevented.

In this case when keeping both versions, it's not possible to keep a good
bitrate, and we consider the directors cut version to be extra material,
and only containing 2.0 audio we assume people will prefere the
original movie with DD5.1 and a good bitrate, and not both with a terrible.

Yes, this disc will be "undersized" since the DC version is stripped,
but as long as the video is untouched and there is nothing else stripped,
we wouldn't say discsize is important.
